About Dark Winter 2001

Dark Winter was a smallpox bioterrorism exercise held at Andrews Air Force Base on June 22 to 23, 2001, three months before the 9 11 attacks. The exercise simulated a covert smallpox attack on three US cities. Former Senator Sam Nunn played the President. The exercise projected rapid spread of smallpox with cascading failures in the healthcare system, economy, and government. Key findings included insufficient smallpox vaccine stockpiles approximately 12 million doses, inadequate hospital capacity, lack of communication systems, and severe economic disruption from panic. The exercise influenced biodefense policy significantly. The Bush administration expanded the Strategic National Stockpile of smallpox vaccine to sufficient doses for every American. Dark Winter was followed by similar exercises Atlantic Storm 2005 and Clade X 2018. Participants concluded that the US was poorly prepared for a biological attack or pandemic. The participants noted that the exercise was deeply alarming and motivated several to advocate for biodefense investment.
